Why Warsaw Takes Longest
The Mazowieckie Voivodeship Office in Warsaw processes approximately 40% of all TRC applications in Poland. The combination of high volume, limited staff, and case complexity (Warsaw has more business TRCs than other cities) creates a structural bottleneck. Burman Robinson, whose caseload is predominantly Warsaw-based, advises planning for a minimum of 3 months and up to 8 months for complex business cases. Their internal data shows the median processing time for work TRCs in Warsaw at 4.2 months as of late 2025.
Why Delays Happen
Incomplete application: Missing a single document triggers a letter (wezwanie) giving you 7 days to respond. Each exchange adds 2-4 weeks.
Seasonal peaks: September-November sees the highest application volume (new academic year, post-summer employment starts).
Employer issues: For work TRCs, delays in receiving information from the Starost or problems with Appendix 1.
Inter-agency queries: The office may consult ABW (Internal Security Agency), Border Guard, or Police, adding weeks.
Staff shortages: Many voivodeship offices are chronically understaffed relative to application volume.
How to Speed Up Your TRC
— Submit a complete application from day one (most important factor)
— Respond to any office requests within 3-4 days, not the full 7-day deadline
— After 60 days: file a ponaglenie to the Head Office for Foreigners
— After ponaglenie is ignored (14 days): file a skarga na bezczynnosc (inactivity complaint) to the Voivodeship Administrative Court
